Code of Conduct: Fostering Gender Equality and Responsible Journalism in Balochistan's Media Landscape The development and implementation of a comprehensive code of conduct for gender-just representation of women in media in Balochistan is essential to address the existing challenges and ensure fair and equitable portrayal of Baloch women. Balochistan, as a diverse region with unique cultural nuances, requires a media environment that reflects the richness of its society while promoting gender equality and inclusivity. The code of conduct aims to provide a framework that guides media organisations in promoting the empowerment of Baloch women, challenging stereotypes, and fostering a more accurate, respectful, and transparent representation. By adhering to this code, media organisations can contribute to rebuilding trust, enhancing honest reportage, and amplifying the voices and experiences of Balochistani women, thereby creating a media landscape that is reflective, inclusive, and accountable

Non-Discrimination: Media organisations shall ensure equal opportunities for the representation of Baloch women in all aspects of media, without any form of discrimination based on gender or ethnicity. Baloch Women's Inclusion and Recognition: Media organisations shall actively promote the inclusion and recognition of Baloch women by providing fair and equitable representation, showcasing their achievements, leadership, and contributions to society. III. Challenging Stereotypes: Media organisations shall challenge and break stereotypes associated with Baloch women, portraying them in diverse roles and capacities that reflect their strength, resilience, and cultural heritage. IV. Cultural Sensitivity: Media organisations shall respect and portray Baloch women's cultural values, traditions, and customs, while ensuring that these do not perpetuate discrimination or hinder their progress. V. Amplifying Baloch Women's Voices: Media organisations shall actively seek out and amplify the voices and perspectives of Baloch women, ensuring their meaningful participation in shaping public discourse and decision-making processes. VI. Addressing Baloch Women's Issues: Media organisations shall prioritise reporting on issues affecting Baloch women, including their socio-economic challenges, access to education, healthcare, and legal rights, while avoiding sensationalism or victimisation. VIII. Factual and Objective Reporting: Media organisations shall prioritise factual and objective reporting of events, issues, and developments in Balochistan, ensuring accuracy, fairness, and transparency in their coverage. IX. Enhanced Reporting and Coverage: Media organisations shall prioritise and increase reporting and coverage from Balochistan, ensuring a balanced representation of its diverse communities, issues, and developments. This includes dedicating resources, personnel, and airtime to accurately and comprehensively cover news and events in Balochistan, fostering a deeper understanding and engagement with the region. X. Ethical Journalism Practices: Media organisations shall adhere to professional ethics, including verification of information, protection of sources, and avoiding sensationalism or biased reporting. They shall maintain the highest standards of integrity and avoid spreading misinformation or propaganda. XI. Bridging Knowledge and Information Gaps: Media needs to enhance and improve its knowledge and understanding on International commitments like UDHR, CRC, CEDAW, Section J of Beijing Platform of Action and above all SDGs. There must also be an understanding Pakistan’s constitution, its various clauses: Article 25 guarantees equality of rights to all citizens irrespective of sex, race, and class and empowers the Government to take affirmative action to protect and promote women’s rights. Article 26 and 27 provide for equal access to public places and equality of employment in the public and private sectors. XII. All media houses should not only display, but also follow The Protection against Harassment of Women at the Workplace (Amendment) Bill, 2022, enacted January 14, that expands the definition of workplaces to encompass both formal and informal workplaces, bringing it closer to the definition set out in the 2019 International Labour Organization (ILO) Violence and Harassment Convention (C190), which Pakistan has not ratified. The new legislation specifically includes domestic workers, who are often isolated and marginalized, and as a result can be at greater risk of workplace violence and harassment.
XIII. Accountability and Transparency: Media organisations shall establish mechanisms for receiving feedback and complaints related to the representation of Baloch women, ensuring prompt investigation and taking appropriate action. They shall also provide transparent reporting on progress made in implementing the Code of Conduct. XIV. Rebuilding Trust: Media organisations shall actively work towards rebuilding trust in media by acknowledging past shortcomings, taking responsibility for errors, and engaging in transparent and open dialogue with the public. They shall demonstrate a commitment to accurate and accountable reporting to regain the trust of the Balochistan community. XV. Intersectional Reporting: Media organisations shall recognise and prioritise intersectionality in their reporting, acknowledging that Baloch women may face multiple forms of discrimination and disadvantage based on their gender, ethnicity, socioeconomic status, and other intersecting identities. By highlighting the intersecting factors that shape their lives, media organisations can contribute to a more comprehensive and nuanced understanding of the issues faced by Baloch women.
